Sharad Rao, President and CEO
Sharad Rao has more than 23 years of focused experience in Public Sector Process and Technology for local, State and Federal government clients. Mr. Rao is a nationally recognized Corrections subject matter expert, having lead the Corrections sub-segment of Deloitte Consulting’s Law and Justice industry practice for the Americas prior to forming Tetrus.

During his tenure at Deloitte Consulting, Mr. Rao managed and directed large-scale statewide projects, including the design and implementation of systems for the Massachusetts and Delaware Departments of Correction. He led the development of integrated justice strategic plans agencies such as Orange County, California, Harris County, Texas, the New York City Police Department, the Delaware Department of Correction and the United Way of America. Mr. Rao has also conducted business process reengineering activities for the Texas Department of Criminal Justice, Pennsylvania Department of Correction and Northern California Regional Intelligence Center/Northern California High Intensity Drug Trafficking Area.

Mr. Rao is active with a number of associations in the Justice and Integrated Justice domains. He was a member of the Corrections Technology Association (CTA), contributing to the development of exchanges between Corrections and other agencies using Global Justice XML Data Model (GJXDM) Version 3. He is a past member of the Prosecutor’s Exchange Reference Document Committee and the Organization for the Advancement of Structured Information Standards (OASIS) Integrated Justice Technical Committee. He is currently involved in the Global Infrastructure and Standards Working Group and the IJIS Institute N-DEx Subcommittee, Fusion Center Task force and Corrections Advisory Committee.

Mr. Rao holds a Bachelor’s in Engineering from the Indian Institute of Technology and an MBA from Case Western Reserve University.

Chandra Jonelagadda, Chief Technology Officer
Chandra Jonelagadda, Tetrus’ Chief Technology Officer, is responsible for guiding the continuous development and evolution of the company’s Technology Strategic Plan and product roadmap. His expertise for this role comes from nearly 20 years of progressive experience in the field of Information Technology, including deep experience with distributed computing, messaging and Enterprise Application Integration. Prior to joining Tetrus, he worked with Telecordia Technologies (formerly Bellcore) to create and design a comprehensive business-to-business application development platform.

Mr. Jonelagadda is a leader in the development and deployment of national standards for data exchange. As a member of the Services Implementation Committee of the Global Infrastructure and Standards Working Group, he contributed to the development of key aspects of the Justice Reference Architecture (JRA). He subsequently utilized JRA concepts to develop the services of the Information Sharing Environment (ISE) Shared Space application for the Department of Justice. The ISE Shared Space application is currently being deployed at fusion centers across the county as part of the Nationwide Suspicious Activity Reporting (SAR) Initiative. Additional standards work includes participation in the development of the National Information Exchange Model (NIEM) 2.0 User Guide for the Bureau of Justice Assistance and creation of NIEM and Global Justice XML Data Model (GJXDM) conforming data models, reference documents and information exchange package documents for various Justice and Corrections exchange projects.

Mr. Jonelagadda is a member of the IJIS Institute Steering Committee for the Intelligent Transportation Systems/Public Safety Exchange Standards project, which is chartered with developing data standards and reference architecture for connecting the Public Safety and Transportation domains. He is integral to development of data models to represent several key transportation exchanges.

He holds a Bachelor of Technology degree with an Electrical Engineering concentration from Rajasthan University and a Master of Science degree with an Electrical Engineering concentration from Louisiana State University.

Phil Apanovitch, VP Sales & Marketing
Mr. Apanovitch has 25 years of experience as VP of Sales & Marketing for six high tech software, hardware, and Computer Telephony Integration (CTI) companies four are in the corrections technology market and he was a co-founder of three of these companies.

Mr. Apanovitch is a dynamic, results-oriented leader who successfully brought each of these companies to their all-time highs sales and revenues which was a major contribution to their cash out exit strategies.

Prior to his work with the start-up companies, Apanovitch served as: Managing Director of Sales for Southern New England Telephone (SNET) and Northeast Division

Manager for SPRINT.

He has a B.S. in Marketing from Central Connecticut State University.

Raghu Govindaraj, VP Engineering
Mr. Govindaraj has over 20 years of experience in technology, product development and delivery. He has a strong experience in building great global teams that leads to building and delivering rich products and solutions.

Mr.Govindaraj also has a strong experience in building startups, prior to Tetrus, he co-founded Idola Infotech, a company which specialized in AML and Compliance solutions for banks and AStar Audits which built an analytics product for performing forensic analysis and audits on standardized tests conducted by schools (NCLB) and ATB programs.

Mr.Govindaraj also worked as a Sr. Consultant with AT&T and Telcordia (formerly Bellcore) in designing and development of complex messaging gateways.

He holds a Bachelor degree in Statistics and a Master’s degree in Computer Science from the University of Madras.

Michael Giammanco, VP PMO
Mr. Giammanco is a Professional Services Consulting, Operations and Program Management leader with a 20+ year career record of building and leading high performing teams in technology based firms. He is adept at running company-wide operations functions and large scale programs as well as professional services consulting & delivery operations and PMO organizations. Experience includes IT Software Development & Consulting and implementation of SaaS-based Hosted Software Applications in Financial Services, Healthcare, Education and Public Sector utilizing best practices in project management and agile/waterfall SDLC development methodologies. Michael is a results driven executive focused on core process improvements with solid financial acumen and successful P&L stewardship from forecasting to variance analysis.

Michael’s professional experience includes working for AT&T, Motorola and Kaplan as well as smaller technology based software and consulting firms driving program management and professional services operations.

He has completed his Master’s (MBA) and BA with additional Executive Education at Wharton (U of Penn) and the Smeal Business School at Penn State University. PMBOK trained and Villanova LEAN Six Sigma Green Belt Certification in IT. Board of Director’s experience for international IT/Telecom firm (TeleHouse). HIPAA certified Privacy & Security Training.
