On October 20, 2014, the U. S. Department of Education published the final regulations for the Violence Against Women Act (VAWA) amend- ments to the Clery Act. The amendments focus on the issue of campus sexual violence. It defines sexual violence as: sexual assault, domestic violence, dating violence, and stalking.
Title IX views sexual violence as a form of sexual harassment, an aspect of sexual discrimination. When Sexual Violence operates to deny a person access to higher education, the laws converge and require the institution to take action.
