Sharad Rao

Sharad Rao

Chief Executive Officer, Tetrus Corporation

Sharad Rao is a pioneering leader in Justice and Public Safety technology innovation. As CEO of Tetrus Corporation, he has overseen the development of national platforms that power secure, integrated ecosystems for corrections, reentry, and law enforcement operations. His deep understanding of data governance, interoperability, and user-centered design has positioned Tetrus as a trusted partner to state and federal agencies nationwide. He served on the Global Advisory Committee for the U.S. Attorney General, tasked with developing the Interoperability Infrastructure for Information Sharing across the United States. He has worked with over 40 correctional agencies nationwide and has successfully implemented more than 11 OMS/JMS systems at the state and local levels. Some agencies he has collaborated with include the Florida Department of Corrections, Massachusetts Department of Corrections, Delaware Department of Corrections, Texas Department of Criminal Justice, Harris County Corrections (TX), Shelby County Corrections (TN), Orange County Sheriff’s Office in California, Tennessee Department of Corrections, New York County Corrections, and multiple County facilities in Massachusetts, among others. He was also involved in creating the Corrections Functional Standards for the Corrections Technology Association.

Sharad’s leadership spans more than two decades of designing mission-critical solutions that combine scalability, compliance, and human-centered insight. He has guided multi-agency initiatives to adopt low-code and AI-driven platforms that reduce recidivism, enhance transparency, and drive measurable social outcomes. His vision continues to shape ReEntryLink™ evolution into a national model for secure collaboration and digital redemption.

Raghu Govindaraj is a seasoned technology executive and visionary leader with over 25 years of experience delivering mission-critical enterprise platforms across the justice, public safety, education, and health and human services sectors. As Chief Technology Officer at Tetrus Corporation, he leads the company’s technology vision, platform architecture, and interoperability strategies, ensuring that solutions such as ReEntryLink™ meet the complex data sharing, compliance, and operational needs of government agencies. He brings deep expertise in designing and deploying scalable, multi-tier, cloud native applications and API driven ecosystems that enable seamless cross agency collaboration. He has extensive experience in supporting correctional, public safety, and health and human services agencies, and leading large scale national initiatives that connect systems across all 50 states, including the U.S. Department of Justice’s National Suspicious Activity Reporting (NSI-SAR) program, which connected 73 fusion centers nationwide, the National Electronic Interstate Compact Enterprise (NEICE), and the BJA CDC RxCheck Interstate Gateway.

A strong advocate for innovation, Raghu is at the forefront of integrating artificial intelligence, advanced analytics, and intelligent automation into modern government platforms. He has received advanced training from MIT in AI strategy, digital transformation, and leadership in an AI driven world, and is actively leading the integration of AI and data driven capabilities across the Tetrus product ecosystem to deliver next generation solutions for the public sector.

Alphonzo “Zo” Albright

Alphonzo “Zo” Albright

Alphonzo ‘Zo’ Albright is a nationally recognized expert in corrections, public safety technology, and institutional reform, with over 37 years of experience in both frontline roles and leadership across government and private sectors. He has led reforms in corrections, reentry, and public-sector innovation. From serving as Commissioner of Corrections and Undersheriff to CIO and university professor, Zo has built a legacy at the intersection of technology, leadership, and second chances. As the creator of ReEntryLink™’s national expansion strategy, he combines policy, technology, and system insights with extensive expertise. Mr. Albright has a comprehensive understanding of jail and offender management from operational, technical, and human perspectives. His notable career includes serving as Commissioner of Corrections, Undersheriff of a significant metropolitan jail, Chief Information Officer, and Deputy Commissioner of Administration in one of the largest county governments. Throughout his career, he has prioritized staff safety and institutional integrity, advocating for systems that effectively manage populations while protecting those who serve. As a seasoned technologist, he has led the implementation and modernization of Jail Management Systems (JMS) and Offender Management Systems (OMS) across agencies nationwide, working with platforms such as Abilis Solutions, Viapath (GTL), and Tetrus, ensuring these technologies align with operational realities, policies, and constitutional standards.

Beyond his hands-on work, Mr. Albright has played a vital role in developing future leaders as a university professor, teaching courses on criminal justice leadership, corrections technology, and training. His educational background helps him break down complex systems into practical knowledge for staff, commanders, and executive teams. He has led national workshops, advised justice agencies on change management, and trained thousands in correctional best practices. At Tetrus, he ensures the JMS platform remains operational, secure, intelligent, and compassionate. His involvement ensures each design choice benefits from decades of experience, strategic insights, and a strong commitment to improving outcomes for staff and communities. Zo’s leadership reflects a lifelong dedication to justice reform through innovation—building systems that connect incarcerated and returning citizens to support networks, digital training, and rehabilitation. His career exemplifies the ReEntryLink™ principles: redemption, connection, equity, access, and dignity through technology.

Sanjay Ungarala

Sanjay Ungarala

Director of Technology, Tetrus Corporation

Sanjay has over 22 years of experience successfully delivering large-scale enterprise applications. He has extensive experience in designing and implementing multi-tier, cloud-based web applications across various domains, including corrections, justice, human services, and health. He has worked with several correctional agencies to develop and implement correctional systems. These agencies include the Hampden County Sheriff’s Department, Barnstable County Sheriff’s Office, Essex County Sheriff’s Office, Worcester County Sheriff’s Office, Shelby County Sheriff’s Office, and Philadelphia Department of Prisons, among others. He was involved in supporting the technology behind the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI). He is currently the architect for the national prescription drug monitoring program RxCheck, and the lead for implementation.
